Once parked the owner can then keep the domain name until needed with no hosting being required. No website will not be needed to keep a parked domain name. How To Reserve/Park A Domain Name
This is very simple to do when purchasing a new domain name. Once purchased do not place any name servers (e.g. - dns1.mywebhost.com) to point the domain name to a web host server. Instead the registrar will by default place it a parked. It's that simple.
When you decide to use the domain name with a website then just point the domain name to the web host server which they will supply with other information by email.
